CANADIAN DEVELOPMENT & CONSTRUCTION SERVICES LIMITED


THE PEARL Multi-Family Development, Victoria, BC


CD & CSL was engaged to manage a planning and development team to secure a Development Permit to convert a surface parking lot into a 133 unit, harbourfront condominium building. The Development Permit was successfully secured and construction is expected to begin in December 2020.


The Pearl is an urban, waterfront condominium development designed by the renowned local firm, D'Ambrosio Architects. The building was designed to take its place in an established area known as Old Town, at the foot of Chinatown and fronting on Victoria's Inner Harbour. The suites are designed to maximize water views and the concrete building is being built by the award-winning Farmer Construction. 



THE WATERS Multi-Family Master Plan, Langford, BC


The Waters was an 18-acre, spectacular view property located on Bear Mountain which was single-family zoned. CD & CSL assembled a planning team and secured a Master Development Permit for 500 multi-family residential units which more than tripled its land value. ​





LATORIA CREEK Phases I & II, Multi-Family, Langford, BC


LatoriaCreek.com - Latoria Creek is a new neighbourhood adjacent to the Olympic View Golf Course.  CD & CSL took the project from the design phase through approvals and on through construction. 






SPIRIT BAY, New Town Plan, Metchosin, BC


SpiritBay.ca - This exciting new town plan by the Trust for Sustainable Development began when CD & CSL drafted and negotiated the initial Memorandum of Agreement with the landowners, the Scia'new First Nations.  Preliminary work undertaken by CD & CSL included the demolition and clean-up of the first 100 acres. The company then went on to tender the servicing of the Phase I development and completed a fully equipped sales centre and two show homes.







DOCKSIDE GREEN Neighbourhood, Victoria, BC 

DocksideGreen.com - Dockside Green is an 11.6 acre site located in the heart of the City of Victoria. The site is located adjacent to the Upper Harbour and Downtown, between the Johnson and Bay Street bridges.

CD & CSL managed the first two development phases, four residential towers, townhomes and the first two commercial buildings.  The Dockside Green residential buildings became the highest awarded LEED® (Leadership in Energy and Environmental Design) buildings ever built.




WESTHILLS, New Town Plan, Langford, B.C.

WesthillsBC.com - Westhills is a 6,000 home, LEED-ND development in the burgeoning city of Langford, B.C.

CD&CSL was retained to provide Marketing and Communications services in 2006 and soon also became active in the detailed planning of the first neighbourhoods to assist in ensuring that Westhills lived up to its intention of developing a strong sense of community.  From home and streetscape design to the creation of a website, various communications vehicles and community forging initiatives, CD&CSL built a virtual community long before the first homes were sold.






THE VILLAGES OF LORETO BAY, Loreto, B.C.S. Mexico

The Villages of Loreto Bay is a 6,000 home series of villages alongside the Sea of Cortès.  Following the patterns of New Urbanism and employing leading edge sustainable technologies, Loreto Bay is the development of an entire town in a previously undiscovered area of Mexico.

The services of CD & CSL were retained to establish Loreto Bay’s presence, design and launch the marketing and sales efforts and to set up a full-scale construction operation from nothing. 

Darlene Tait oversaw the creation of a “Marketing for Community” plan that launched Loreto Bay into the most successful sales period the company would ever see and one which brought homeowners together to create a rich community life for new residents.  Further details are available through the “Contact Us” tab of this site.

Ed Tait arrived with his first team member in January of 2004 and by the end of 2005 had a full team in place, had secured necessary land entitlements, completed engineering and servicing installation for the first phase of 500 homes, had 139 homes under construction and owners in residence.

As Loreto Bay is a complex project—so too were the requirements of set-up:  a full, high-speed communications network was established, a full complement of general contractors and their sub-contractors had to be located, interviewed and mobilized, a variety of approvals and permits obtained, and an array of support and administrative services established.  This infrastructure was established in an area of Baja where there is little resident skilled labour and virtually no local access to materials and supplies.

Additionally, CD & CSL put in place a compressed earth block (adobe) manufacturing facility that produced 8-10,000 blocks per day. CD & CSL also facilitated the establishment of a millwork facility in Loreto to supply the project’s cabinetry, window and door requirements.  
CD & CSL also oversaw the development of a 100 acre Agricultural Center which would grow all the necessary plant materials for use within the project; its streets, homes and golf courses as well as organic produce for the residents and businesses of the area.

By the time CD & CSL completed the establishment of the project’s operations early in 2006 there was a fully functioning, multi-disciplinary and multi-cultural team in place managing the operations of six general contractors and their sub-trades.  Effective May 1st, 2006, CD & CSL turned over the Loreto Bay project and an in-house operational team.

SHOAL POINT- Victoria, B.C.

This mixed-use, 165 unit condominium, marine commercial and live/work waterfront development reclaimed the former Chevron Bulk Oil Plant on Victoria’s Inner Harbour.  The three phase building is award winning in the energy efficient, environmentally sustainable, mixed-use development categories and has been recognized by the Canadian Federal government as a model for sustainable building practices.  CD & CSL (Canada) managed, as lead consultant, the design,  development and construction of the project.


UNIVERSITY OF FREIBERG - Germany 
The development and construction, in Western-platform wood frame, of a new social housing concept for the University of  Freiberg.  An innovative concept that addressed the housing and social needs of both students and senior citizens.  The plan addressed the combined needs of both groups in a single village plan.

The project included transferring to Germany the technical expertise to train local construction workers in the use of North American construction techniques and expertise.  At the height of the project’s activity, CD & CSL managed 75 Canadian tradespeople it recruited, transported and maintained in Germany.


BAMBERTON - Mill Bay, B.C. 
This innovative plan for an entire new town proposed to grow to a population of 10,000, planned to be situated on abandoned industrial land was based on the premises of environmental and economic sustainability and social health.


Following the then-emerging concept of neo-traditional town planning, Bamberton took the next step to incorporate environmental stewardship into a major development plan.  The planning for Bamberton is still used as a model for other developments and as a teaching tool for environmental and social studies courses across Canada, the US and Internationally.
CD & CSL was the lead and managing consultant to the Pension Plan landowner group which required the expertise to manage and coordinate dozens of professional firms, community groups, political organizations and environmental activists, as well as 35 immediate staff members dedicated specifically to this project. Following a Provincial Government decision to put the project through a new, untested review process, the Pension Fund owners decided not to proceed.


THE HARBOURSIDE RESIDENCES AND COAST HARBOURSIDE HOTEL - Victoria, B.C.

This condominium (two residential towers), hotel and marina development, built on reclaimed industrial land won every conceivable development, construction and sales award offered in the region.

A new headquarters building for the British Columbia Government Employees Union was managed by CD & CSL from land selection to owner’s interior improvements and set new standards in healthy work environments.
